Sir: I have the honor to report that in compliance with your order of August 22nd, I proceeded to Pikesville armory, to arrange for the fumigation of the armory and the equipment taken to Camp of Instruction at Gettysburg, and to make a sanitary survey of the armory and the grounds in view of the fact that the State Board of Health reported the well at the armory to show pollution. This well was constructed by driving a 6" pipe 94 feet, 34 feet through clay and the balance through rock. The top of this pipe is in the bottom of an open pit and projects about 6" above its bottom, and inside the 6" pipe is suspended the well pipe proper. As the pit is not enclosed it is perfectly possible for any sort of pollution, even small animals like mice and snakes to get into the pit and thence fall into the well, as it is in effect an open well. The water, when pumped, is delivered directly into an elevated tank, which was in use before the present well was driven, and so far as I can learn has never been cleaned. Sergeant Yard and Mr. Keys, the farm manager, have been there since the spring of 1909 and assert that it has not been cleaned since that time nor have they heard of it ever having been cleaned. At the stable I find that the stable cleanings are thrown loosely on the ground in the rear of the stable and this, of course, furnishes an ample source for colon contamination, particularly when we note that the stable is upgrade, this manure heap not over 100 feet from the well, and that the clay stratum overlying the rock is of such a nature that it opens into seams through which water trickles a...
